La Unión Europea debe suspender el Acuerdo de Asociación con Chile por la continua represión violenta de las protestas sociales
A un año del inicio de la movilización social en Chile, y a pocos días de un plebiscito que puede abrir la posibilidad de una nueva Constitución, sigue la represión violenta y brutal de las protestas. El último episodio ha sido el de un joven de 16 años arrojado desde un puente al lecho del río Mapocho por personal de Carabineros de Chile durante una manifestación. Los carabineros no prestaron ninguna ayuda, e inicialmente negaron los hechos, en un ejemplo más de los abusos de las “fuerzas del orden” chilenas desde la revuelta social que empezó en octubre del 2019. Las violaciones de derechos humanos que estamos viendo estos días en Chile no son nuevas, han sido ampliamente denunciadas por organismos chilenos e internacionales.
La Unión Europea ha firmado con Chile un Acuerdo de Asociación con una ‘cláusula democrática‘. El texto prevé la suspensión del acuerdo si alguna de las partes no respeta los principios democráticos y los derechos humanos fundamentales (Art. 1 y Art. 200). En las próximas semanas está prevista una negociación de la “modernización” del acuerdo.
En estos días en la UE se está discutiendo si el acceso al “fondo de recuperación” debe estar sometido al cumplimiento del Estado de Derecho, un vínculo que algunos países se niegan a aceptar. La Unión Europea no puede desconocer el respeto a los Derechos Humanos y desligar los acuerdos comerciales y el acceso a sus beneficios, de la tutela de estos derechos fundamentales, como lo hace en el caso de Colombia. Esto es algo inaceptable.
Frente a la violación descarada de los Derechos Humanos, y el no respeto del Estado de derecho de parte del gobierno chileno, el Partido de la Izquierda Europea exige la suspensión del Acuerdo de Asociación.
Ya es hora que el jefe de la diplomacia europea, Josep Borrell, tome medidas concretas para frenar el uso desproporcionado de la fuerza contra la ciudadanía en Chile.

The European Union must suspend the Association Agreement with Chile due to the continuous violent repression of social protests
One year after the start of social mobilization in Chile, and a few days after a plebiscite that could open the possibility of a new Constitution, the violent and brutal repression of the protests continues. The latest episode was that of a 16-year-old boy thrown from a bridge into the bed of the Mapocho River by personnel from the Chilean Police during a demonstration. The police did not provide any help, and initially denied the facts, in one more example of the abuses of the Chilean “forces of order” since the social uprising that began in October 2019. The human rights violations that we are seeing these days in Chile are not new, they have been widely denounced by Chilean and international organizations.
The European Union has signed an Association Agreement with Chile with a ‘democratic clause‘. The text foresees the suspension of the agreement if any of the parties does not respect democratic principles and fundamental human rights (Art. 1 and Art. 200). In the coming weeks a negotiation of the “modernization” of the agreement is scheduled.
These days the EU is discussing whether the access to the “recovery fund” should be subject to compliance with the rule of law, a link that some countries refuse to accept. The European Union cannot ignore respect for Human Rights and detach trade agreements and access to their benefits from the protection of these fundamental rights, as it does in the case of Colombia. This is unacceptable.
Faced with the blatant violation of Human Rights, and the Chilean government’s failure to respect the rule of law, the European Left demands the suspension of the Association Agreement.
It is time for the head of European diplomacy, Josep Borrell, to take concrete measures to curb the disproportionate use of force against citizens in Chile.
